Chairman of the Accounts Committee Nurmukhambet Abdibekov participated in the XVII session of the Board of Heads of Supreme Audit Institutions (SAIs) of the CIS participating states which was held in Baku (Republic of Azerbaijan)
The Accounts Committee takes systematic measures to lead the public audit and financial control system of Kazakhstan to a new qualitative level. The Chairman of the Accounts Committee Nurmukhambet Abdibekov stated this during the XVII session of the Board of Heads of Supreme Audit Institutions (SAIs) of the CIS participating states.
The event, which was devoted to the issues of application of qualitative indicators in assessment of SAIs performance, has been attended by the First Heads and representatives of supreme audit institutions of the Republic of Azerbaijan, Republic of Moldova, Russian Federation and Republic of Tajikistan.
In his speech Nurmukhambet Abdibekov focused on basic directions of enhancement of efficiency of the Accounts Committee’s work.
In particular he noted that the Accounts Committee annually develops key goal indicators of efficiency of the organization’s activity which relates to reimbursement(recovery) of funds, execution of the Accounts Committee’s orders and recommendations as well as professional development and retraining of public audit and financial control bodies’ employees.
Nurmukhambet Abdibekov emphasized that in accordance with the Law “On Public Audit and Financial Control” the Accounts Committee conducts quality control of activities of all public audit bodies.
“Regular assessment of performance of public audit bodies including the Accounts Committee will provide enhancement of audit activities quality and ultimately improvement of budget process, management of republican budget funds and state assets”, – he said.
According to Nurmukhambet Abdibekov’s words the level of execution of the Accounts Committee’s decisions and volumes of funds reimbursed (recovered) to the budget is rising due to constant control and monitoring.

The results of the work of the Expert Group on Key National Indicators and the Working Group on Development of Public Financial Control (Audit) Standards of the SAIs of the CIS participating states were as well considered at the Board’s meeting.
The Board approved the Glossary of terms used in public financial control (audit) standards and the Standard “Ethical requirements, principles and codes of conduct for the employees of supreme audit institutions of the CIS participating states”.
Following the results of the session the Decision and the Resolution about the role of supreme audit institutions of the CIS participating states in issues of application of qualitative indicators in practice of SAIs performance assessment were adopted.
In addition the Board’s Action Plan for the period between XVII and XVIII session was approved.
Within the session the Chairman of the Accounts Committee Nurmukhambet Abdibekov held bilateral meetings with First Heads of the Chamber of Accounts of Azerbaijan Republic Vugar Gulmammadov, State Control Committee of the Republic of Belarus Leonid Anfimov, Accounts Chamber of the Republic of Moldova Veaceslav Untila and the Accounts Chamber of the Russian Federation Tatyana Golikova.
The colleagues shared opinions on issues of SAIs’ interaction with public bodies, conducting analysis of influence of revealed violations and shortcomings on economy sectors development, use of information databases, avoiding duplication of public audit bodies functions, carrying out the preliminary assessment of the draft republican budget and other. Besides, the parties came to an agreement to extend their cooperation in part of conduction of seminars and working meetings on issues of mutual interest.
The updated bilateral Agreement of Cooperation between the Accounts Committee of Kazakhstan and the Accounts Chamber of Russian was signed during the meeting with Tatyana Golikova.
The Board of Heads of Supreme Audit Institutions of participating states of the Commonwealth of Independent States was established in 2000 for organizational support to cooperation among the SAIs of CIS participating states, coordination of their interaction and experience exchange.
