The joint meeting of supreme audit institutions of the Eurasian Economic Union participating states was held

The meeting held in the form of the videoconference was attended by the Heads and representatives of the Accounts Committee of the Republic of Kazakhstan, the Chamber of Accounts of the Russian Federation, the State Control Committee of the Republic of Belarus, the Accounts Chamber of the Republic of Armenia and the Chamber of Accounts of the Kyrgyz Republic.

During the meeting the results of the joint audit on compliance in 2016 by the authorized bodies of five countries with the Protocol on the order of enrollment and distribution of amounts of import customs duties (other duties, taxes and charges having an equivalent effect), their transfer to budget revenues of the Eurasian Economic Union participating states (attachment No 5 to the Agreement on the Eurasian Economic Union) were summed up.
 
On the meeting agenda the Heads of supreme audit institutions of five countries made reports.
 
The Chairman of the Accounts Committee of Kazakhstan Nurmukhambet Abdibekov noted efficiency of interaction of supreme audit institution of the EAEU participating states.
 
“In my opinion, our cooperation is one of the important elements of integration processes of the Eurasian economic space. During six years we gained an invaluable experience on conduction of audits which promote not only further development of EAEU member states, but also strengthening of financial structures in our countries,” – Nurmukhambet Abdibekov said.

It was noted that in 2016 the authorized bodies of the EAEU member states did not ensure in general the order of distribution of import customs duties among budgets of five countries.
 
The total amount of import customs duties enrolled in the budgets of five EAEU member countries for 2016 was 9.8 billion US dollars.

The amount of import customs duties in the Republic of Kazakhstan was 190.2 billion tenge, in the Republic of Armenia – 33.5 billion dram, in the Republic of Belarus – 974.5 million Belarus roubles, in the Kyrgyz Republic – 12.1 billion som, in the Russian Federation – 570 billion Russian roubles.
 
In addition, there was noted a preservation of a number of problems revealed by the results of the past audits, including in terms of informational and technical provision of general EAEU processes in the customs field.
 
Following the joint meeting it was decided to approve the Report on results of the joint audit which contain a number of recommendations aimed at ensuring full and timely execution of duties under the Protocol and to send the Report to the Governments of the Eurasian Economic Union member states as well as to the Eurasian Economic Commission.
